The first two that come to mind are Elizabeth Berg from The Like and Alison Goldfrapp.
I couldn't play that first Like album enough, Z's voice is so breathy-hot on it.

first of all, there's this hot bitch. every time i hear him hit one of those overwrought, operatic long notes i lose it a little. if you don't know what i'm talking about, listen to "fantastic voyage", the first song on the "lodger" album. what am i saying? you know EXACTLY what i'm talking about. it's david bowie. sheesh. it's not just because he's so cute that you wanna throw candy sprinkles on him and dunk him in a glass of milk. i think sufjan has the dreamiest voice ever. he knows how to convey a whole range of emotion with so much economy to his vocals. hearing him live, he sounds even better. sufjan makes me swoon. i remember it well. halloween 1996. i was on a date. we were wearing half-assed costumes. we were at carnegie hall. we had box seats. diamanda galas was performing. it was one of the most intense experiences i've ever had. it was a typical diamanda show - just her and her piano, lots of blues and gospel standards, etc. i can't remember if it's the first time i'd ever seen her live, but i can tell you i've seen her many times since. her voice is so unique, especially in a live setting, that you can't help but feel every emotion in the book. something about her voice just charges me in a way no other singer possibly can.

Turned on? No.
But Mariah Carey is probably the closest to affect me by music. I was in a mall, in a DC suburb, in a record store. That fateful day, I heard "Vision of Love" all the way through, and I was utterly floored. I had to fan myself and go sit down somewhere.
