I think constantly ignoring your date, friend or whatever when you're out with them because you're staring at someone else is disrespectful, yes. I think it's important in such a situation for this to be communicated before any action is taken. I think it applies to men and women. From a personal point of view if I'm not actually talking to her my wife can look at whatever she wants if, say, we're just strolling along together.
