Depends on what you mean by that.

If you mean there is reasoning or a positive cause or guiding principle for/in every action and situation, then no.

If you mean you can always learn a lesson out of every experience, then maybe.

I do agree that events in life are often the catalyst for other events. Hopefully, we allow the things that do not go our way to motivate us to work hard. This will cause things to work out in our favor.
