It's actually just a feature of OS X. You just point the Desktop Picture option to a folder of pictures and then you can set it to change them at a frequency of anywhere from 5 seconds to once a day.

If you go to versiontracker.com and search under the Windows section with the keywords "change wallpaper" you will find a boat load of free apps that should perform the same function for you, though.
