I lived downtown for four years and never had any problems... aside from getting hit once in a drive-by paintball shooting. Of course, downtown has no official borders. I consider the northern boundary to be 16th Street, but landlords tend to advertise anything up to 38th Street as being "downtown." What I call the near-northside (16th to 38th) is definitely less safe than south of 16th, but even there, some parts are safer than others. I'd feel okay living anywhere along Meridian Street between 16th and 38th, but I can't say the same about, for example, College Avenue.
