In the top picture, if the photographer (and reporter) actually saw the stoor being looted, how are they supposed to caption the picture.

You may be right, there just is not enough info yet to make that call (IMHO).

You never know, the black gentleman may have a receipt. I think that,sometimes, reporters subconsciously write these "observations" without even thinking. I would like more details though.

Actually, the interesting word in that second caption is not "finding" but "from."

Nobody finds "from." You find "in" or "on."

Either this is fake or there was a decision making process that turned "looting" (or a similar word) into "finding." So it wouldn't be innocent at all.
