They'll eat pretty much anything that isn't moving, so a dead frog (particularly one in an advanced state of putrefaction) would make a very tasty pigeon snack. A living frog might have a chance of hopping away, but pigeons have a habit of following things that move, particulalry things that are smaller than them, with the intention of pecking them until they cease moving, at which point they become a tasty pigeon snack. They are also cannibalistic.

Cannibalism doesn't just refer to humans though, it refers to any animal that feeds on others of its own kind.
