It's not a bootleg at all. Any TRUE Prince fan/collector will know what this is and of it's authenticity.

the one that Ellektrica is selling is the first edition !!!
The one you mention is the rerelease with the extra tracks, nice, but not as rare as the one on ebay right now !!

also, in the article, you can see it is the rerelease, as it says version 3
