80 million is her American total. In Europe she was much bigger than in America. But, as record sales were not rigorously recorded in that era, we'll never know for sure how much she sold, especially internationally. Read up about her on allmusic.com for more info.

"Connie Francis is the prototype for the female pop singer of today. At the height of her chart popularity in the late '50s and early '60s, Connie Francis was unique as a female recording artist, amassing record sales equal to and surpassing those of many of her post-rock era male contemporaries. Why? Because she recorded in multiple languages (including Japanese), so everything was region-specific.

If I'm not mistaken Streisand has also sold upwards of 150 million records during her career, which would rival Mariah's amount. Madonna has sold around 170 million (INCLUDING single releases).

And by the way, Mariah's number includes single releases, and Connie's doesn't wink

But since everything pre-Soundscan apparently doesn't count anymore (no figures you can pin down, just rough estimates), Mariah wins for now.
