The "he" in the song is his human nature. I don't see any bi undertones in this song.

I cry inside every time I hear these lyrics. It's such a beautiful song that brutally contrasts materialism with poverty and makes you want to change the world!

I believe he's quoting the ladies he would go out and dance with. Remember all of those late 70's, early 80's songs about being entranced by the clubs and dancing all night long? There'a so many songs about just that concept.
