The only thing in this not accurate is that artists do not have a say in this, this is between the promoter of the show and the ticket outlets. A band or singer is paid up front regardless of whether a show sells any tickets or not, the promoter then has the task of making their own money back by whatever means. If it sees slow sales or pre sales it will sell them or dump them or paper a show is the term because the venue needs bodies in the building by whatever means even if a promoter has to scalp them off.
