First of all, you probably need to decide if you'd rather start with Parliament (more horn-based) or Funkadelic (more guitar-based). That would definitely help us give you suggestions.
At any rate, some good Parliament compilations are Gold (2 discs) or Give Up the Funk (1 disc). Funkadelic is harder because their output was split between 2 labels. For the Westbound years, go with Motor City Madness (2 discs) or Finest (1 disc). Not too familiar with the compilations after that, but maybe you'll be ready to buy the discs by that point. I was on wikipedia and it's insane the amount of stuff there's on the P-funk universe. I have to confess I only know some songs.
what about these releases?
They are the cheapest I found on amazon.co.uk. It's the cheapest amazon that ships to where I live, Portugal.

It's called "uncut" but some of the songs are chopped all to hell. Depending on how much more it is, skip this one and go for one of the others in the thread.

As far as albums go I think Parliament was usually better but the best Funkadelic songs are above anything Parliament ever did
