Justin Bieber: Try to Help Me Understand this...

So, I'm wondering why Justin Bieber is so popular. He seems average and from the looks of things, his handlers are trying to rough up his image (car wrecks, marijuana, paparazzi fights). Is this guy going to have a career in five years? Will he be considered a "legend" in like 40-50 years? I am trying to wrap my head around why this dude is so famous. Thanks.
