It was unofficial, but he did retire. His last album is now 9 years old. It's a shame that he won't ever tour again or release anything new, but he still created more stuff than most artists do during their careers.

You are definitely missing out! I recommend starting with the UK version of Best of Bowie or The Singles 1969 To 1993, they have most of the essential songs.
