the government and monarchy are 2 different things. he got his CBE (higher than what the beatles got), a while back. it's a different government now. he was going to do the show originally and started early plans for it, but then left. the CBE has nothing to do with it. he fell out with the olypics organiers

I just read that a song of his will be included, whether he will sing it remains to be seen. The soundtrack will include Adele, Beatles, Pet Shop Boys, One Direction, Liam Gallagher, David Bowie, Brian May, Elton John, Queen, the Rolling Stones, the Clash, & The Sex Pistols, Monty Pythonm, Blur

Confirmed performers include, the Spice Girls, Ed Sheeren, Emeli Sande & Prefessor Green, Ray Davies, Jessie J, Annie Lenox, Tinie Tempah, Russel Brand, Eric Idle, Kate Bush, George Michael, Take That (with George Michael taking Gary Barlow's parts should Barlow not perform).
