I don't have any inside info, but it appears that Special has been floating around for a few years now. There could be a number of answers.
As with most artists, more tunes get recorded than actually make it to the final version of an album.

Supposedly, there was to be a "Deluxe Remastered Expanded" version of the Inspiration Information album released this past May.
It was teased during this past Record Store Day when a 45 was made available with Inspiration Information as the A-side and a track called Magic as the B-side.
However the only site listing it (in Japan) shows it as "Release Postponed":
http://www.cdjapan.co.jp/...=EICP-1526

Then there's talk of a pending album release called Wings Of Love...

Shuggie Otis, (Guitarist and Storywriter) and his wife Lillian, Professional Artist, co-founded Shugiterius music publishing company in 1978. Now with the addition of a music label, Shugiterius records. Shuggie and Sony Music Entertainment have struck a deal.
The re-release of the original "Inspiration/Information" album will be coming out soon with four previously unreleased songs, along with a companion album of thirteen previously unreleased songs, entitled: "Wings of Love".

He also mentioned this release at least a year ago on his YouTube Channel:
http://www.youtube.com/user/Shugiterius

There's been public talk of a comeback along with new/old material since at least 2001:
http://www.sfgate.com/ent...914242.php

If you add up all the information (some of it quite odd) from these different sources, it makes you wonder if this material will ever see the light of day.

Wish him him the best.

Ya know, there's so much myth surrounding the recording/post-recording of the Inspiration Information album, I just hope he sits down with somebody in a podcast and just shoot the breeze about it.

Good lookin' out on the links, I'm still trying to figure out why he washed his hands on having a recording career.

You mean back in the Mid- 70's? There was an interesting albeit brief recent interview with him back in Waxpoetics 31...I don't remember all of it, but I thought he was saying that he really wanted to do everything his own way, and the record company wasn't really ready to let him do that..but he also admitted he thought it would be easy to get another deal at the time...when none materialized, he went back to playing in his father's band...

I dunno, I'll have to read it again when I get home, Lol!

I just re-read the article the other day and was surprised how little he discussed the specifics of any of the tracks recorded on any of the albums.

I know! Hell, I want access to those vaults!!!!

BTW, I still can't believe Epic wasn't even trying to promote his stuff...in fact, Shuggie said that he and his father got dropped from the label at the same time.....
