Bilal is one of THE MOST AMAZING artists to come along in a great long while. I slept on First Born Second for the longest time, mostly because I thought he was a pop artist (Love It) rather than Hip Hop.
One day I took that album out of the box it had been in and went:
His voice is just unbelievable. It seems he is not battling drugs anymore and I really sincerly hope we get music from him for years to come.
"ALL Matter" is the most beautiful beautiful song

Maybe prolific is relative?
Bilal's got three albums under his belt. And Van Hunt has four albums under his belt. Maxwell goes five deep (including the unplugged joint). Raphael Saadiq's about four or five as well. Rufus Wainwright's knee deep in album releases (I've listed my favorite male avant-garde artiste musicians here).
D'Angel's got two and they're both under his gunt. It's kinda lame when you've as many albums as Platinum Pied Pipers. Who? Yeah, those goofy Detroit dudes.
On a side note, those Sa-Ra dudes have turned out to be a great disappointment.

We've had this go-round before and we agree in principle: prolific is relative.
Putting out albums annually or bi-annually a la Stevie, Marvin, Prince, or Curtis, inter alia, is not for everyone and if they traded places with the acts you mentioned THEY may not have been productive.
As far as Bilal is concerned, i'm not counting his many guest apps over the last decade for the purposes of the discussion. That being said, Love For Sale wasn't an official release but it is available. So, in terms of official releases, he's in D's category, not in that of Maxwell, Saadiq, Rufus (or Erykah or Jill for that matter).
There are a variety of factors contributing to why B's discography as a main artist is so short. I just wish it was a little longer but I understand his productivity is not on my schedule.
I don't know the Sa-Ra cats.

but NO
He's definitely not one of the best singers out there, maybe he could've been, maybe at one point he was but TODAY he's not. He's an interesting and verry unique vocalist but he's not the best. [Edited 7/10/12 9:53am] | |

Lets see, he has 3 albums out and has been active for 12 years now :
First Born Second (2001) Love For Sale (2006) Airtight's Revenge (2010)
It's actually not that bad considering he went into a big battle with his label in 2004/2005 after they told him the would not release Love For Sale. According to him he stopped making music for a long time during that period because of that episode. Now that he forgot about all that, I think he's going to produce a lot more music. He's not independant anymore, I don't remember the name of his new label but his next album is set to be released at the end of 2012. It's probably not going to be a big success but Im sure we will get some good music on it.

Ok, I give you that. In the end, I'm not one to proberly judge this anyway. Rather, best = most interesting, daring, unique. I just dig someone who goes to extremes with his or her voice, who reaches. Or with anything really. Hey loudmouth, shut the fuck up, right? | |

For me he's one of the more creative and unpredictable artist out there and he has terrific falscetto but he's not one of the best because his main strenght is also his main weakness : when u take that much risks you're going to miss a couple of thing.
