I doubt it, I see polka or opera getting in first. A good way to judge who is more likely to get in the Hall, is by the kind of coverage and writeups (or lack of coverage) an act gets in Rolling Stone magazine. RS is more partial to classic rock than anything else, because the folks who started it are baby boomers. Other ways to determine a performer's likelyhood would depend on how popular an act/song was on the Top 40 pop charts. If they were just popular on the niche charts in Billboard (country, R&B, dance, jazz, adult contemporary, classical, etc.), that is more likely a way not to get voted in. You can take a black guy to Nashville from right out of the cotton fields with bib overalls, and they will call him R&B. I think it was but its not a mainstream genre. I highly doubt a neo soul artist would get inducted just because of that fact.

Great & interesting question. I think a few have a chance.
Erykah Badu and/or Maxwell will get in with one more great/innovative album -- something at the same level of the Baduism, Mama's Gun, or Now. Barring that, I think Badu has the best chance because her stuff is more innovative than Maxwell. D'Angelo and Lauryn Hill need to put out more music to have a chance. Both have great albums, but nowhere near enough material to get in the hall. Jill Scott has the best voice of all the neo-soul acts arguably, but her songs are a bit generic. She's gonna need to release a couple of albums as good or better than her first. Dwele, Goalele, John Legend, and the rest aren't even close based on their careers so far, and I say that as a fan of their music, but a realistic fan. But did Neo-soul have any big pop crossover acts? Pretty much all of the R&B related acts in the Hall had mainstream popularity (Aretha Franklin, Jackson 5, Smokey Robinson) or were early influences to rock music, like blues and rockabilly performers. I don't think Neo-soul gets much coverage in Rolling Stone. Neo-soul mostly gets played on Adult Urban stations, not really a format RS or any other mainstream magazines cover. If pop R&B acts (Billy Ocean, Luther Vandross, Lionel Richie, Sade, Whitney Houston) that had mainstream Top 40 popularity are not in, then Neo-soul has no chance at all. Jann and his crew are more likely to put in New Jack Swing acts, and that's not happening either. He's a big influence on rock music, as rock came from the blues. Many 60's era rock acts, especially British Invasion, talk about Robert Johnson. Percy Sledge (in) only has one big pop hit, but Johnnie Taylor, Tyrone Davis, & Teddy Pendergrass (all not in) have many R&B hits. Only being popular on a non-pop chart doesn't really count. It's not mainstream popular. That's why some R&B acts started making music designed to crossover. Motown did this, but other R&B labels like Checker, Malaco, and Stax wasn't as interested in crossover, and their music wasn't diluted R&B. They weren't trying to be "The Sound Of Young America".
