There has been a change. I don't know if this was because of Don's passing or was already in the works. Monday's are now Soul Mondays as they air Soul Tran 4 time in a row starting at 7 PM. They also seemed to move the 6 AM airing to 4 AM. PRINCE: Always and Forever

Other than that Original 7ven spec,ial a few months back, I can't remember the last time Soul train was on the regular schedule. Once they started adding more sitcoms, it lost its spot. I think the licence is only for if these episodes were to be sold for a profit, like the set they sell on TV. You don't have to get a music license for reruns. That's the reason why a serie like WKRP in Cinci has never hit the DV market and a series like In Living Color has many sketches and Fly Girl performances edited out. Yep, on the Married With Children DVD's, Frank Sinatra's Love And Marriage has been changed to some instrumental music, but on the TV reruns the original theme is still there. LBC i know what i am talking about since i have dealt with this before, you have a rights & clearances department for any music you want to use on a show, it has nothing to do with being sold for profit. You have to have a the music cleared some of it is public domain depending how many years have passed so thats why you are only seeing select episodes. Syncing and Licensing fees arent cheap.
The reason those skits and songs where taken out of In Living Color is becuase they of licensing fees and alot where limited usage.
there are compaines that handle these things and i am sure someone in Bounce TVs Legal department is deling with this

Getxxxxx, they already had to pay for those royalties decades ago. I don't think they have to pay for the license every time they wanna air that episode. Once it hits syndication, its a whole ifferent ball game. You think CW or whoever airs TV shows are paying these license fee's and things like that? PRINCE: Always and Forever
