Yeah I believe that's the reference. And yeah I agree with the moral. That's exactly what the song is about. I can actually relate to it in an apolitical sense...

Joni is so damn good with poetic lyrics. She really should be studied by anyone who wants to learn how to write creatively. Love that soooo much.
