Hardly. Since Madonna attended U of M on a dance scholarship, and was later accepted into the famed Alvin Alley Dance Troupe; I'd say the money was well spent and clearly paid off! I'm curious...do you have any accolades that tops–or at the very least matches–just those 2 accomplishments alone to qualify you as a reputable critiquer of who can and can't dance?
Additionally, the jitterbug segment Madonna performed in A League of Their Own and the entire Evita movie further proves that she is a good dancer.
...but of course I wouldn't expect anyone whose idea of dancing is probably limited to trite 'Pop N Lock' moves that any fool can learn from buying an infomercial DVD selling it to be able to see past that.
To reiterate: Madonna won a scholarship in the field, performed with a world renowned dancing company, has been hired for jobs that *required* dancing...and as a cherry on top was included on this list of top 10 dancing musicians. Again, what have you achieved that gives you the clout to negate anyone's dancing abilities -- let alone hers?

It's not like she was a hardass top of the line dancer (don't get me wrong, she is an amazing and wonderful dancer) but what made her so special was her grace, confidence, and just the way she moved... It was like there was a fire behind the eyes. That's what made her a good dancer and performer. Although she doesn't have that now (), her whole career was built on dancing so overall, yes, I would definitely say Britney above Madonna. She can still dance, anyways, she is just not confident at all and possibly lazy so the thing is more that she is not fun to watch. Before, she was an entertainer and you couldn't take your eyes off her, that was another thing. But now she looks more lost.

I was lead to believe her knee surgery circa 2004 is why she can't dance anymore and not her confidence, which would make sense as she hasn't actually danced since the In The Zone era. I think her confidence went away after her dancing, not the other way around.

No, she can still dance. It's just not as high energy now.
And, if you look at her old tours and such, she always danced around and flipped her hair a lot. Physically you can see there's nothing wrong it's more to do with her confidence which is very obvious.

Gaga's not a good dancer, but I don't see how anyone can say Madonna can't dance. She got a dance scholarship to the University of Michigan and danced with several professional companies in New York before she turned to music. So clearly someone thought she could dance. There are some facts for you. But I guess you just hate Madonna and don't want to hear the facts.
As far as Britney, she used to be an excellent dancer, but her recent performances don't show much. She just kind of stands there and moves her hips a tiny bit.

Even though I know J Lo gets hate on here, I agree she should replace Nicole. The woman danced for Janet briefly, did a great job in Selena, and had really good choreography in her music videos that encompassed r&b, hip hop with a touch of latino.
How in the world is BS number two on this list? Well, okay, I really don't think I'm "old" yet but seriously, Britney? Whatevs! I'm suprised MJ was number one because it seems like these lists always conspicously have black performers "trailing" non-black artists, this is especially true of Rolling Stone (see their top 100 singers/bands of all time list for proof)....
