It's always interesting to me that record labels in Japan take R&B and funk acts seriously, when they're ignored by the ones in the US. You can take a black guy to Nashville from right out of the cotton fields with bib overalls, and they will call him R&B. You can take a white guy in a pin-stripe suit who’s never seen a cotton field, and they will call him country. ~ O. B. McClinton

Not just the Japan record labels, but the Japanese PEOPLE (...of those interested in music).

I think that Rhino Atlantic did okay during the 90's with releasing reissues and compilations in those genres.
There are still some US labels though who do alright:
Wounded Bird Records, New York
Both companies above also have other genres in their catalogue though
And Dusty Groove, Chicago is actually more like an online shop, but a great guide with much updated info about reissues

I've noticed that too. Just look at all the Japanese import CDs reissued by funk artists. "Propositions" by The Barkays is the first one that comes to mind.
And what I find really funny, is that some of our local funk groups from the 1980s that recorded their music right across town at Malaco Records, is only available on Japanese import CDs and you can't even find them in the same city in which the music was originally recorded.
I remember back in the 1980s, one of our local promoters had a television dance show and he always promoted the local bands on the show. He was always saying that Freedom, Wynd Chymes, or Sho Nuff was on tour in Japan at the moment and we all just laughed and thought he was lying to hype them up and make them seem bigger than what they really were. Years later, during the internet age, when I went searching for some of their music that I didn't already have, all I could find on CD was Japanese imports with a very expensive price tag so he must have been telling the truth back then.
