Yeah, Mike wrote that one. I heard it on a website in the late 90's and for years and always thought Babyface produced and wrote it. Surprised to see Mike did.
I think Mike let Spike use it for "Get on the bus" as a return favour for directing the videos for "They don't really care about us". Of course the song was not on the OST....
....I presume Sony blocked it like they allegedly blocked David Geffen for using his "Come together" for "Days of thunder" film and OST (and remember the movie had the oppotunity to be huge....it wasn't in the end but it would of sounded good in the movie). Also remember "Come together" was only at that point in time heard in "moonwalker", so it would of been a major thing. That was when Mike was rumoured to be toying with the idea to go to Geffens label around 1990 when he had to re-negotiate with Sony who just bought out CBS.

On The Line came out of writing sessions between Babyface and MJ in the lead up to HIStory. It was then released for Spike Lee's film "Get On The Bus" and was released as a track on the GHOST cd single included in the deluxe edition of GHOSTS video release.
