I had to send my laptop to fix it without saving my purchased Itunes songs/albums in a back-up disc, but when I browse in the store it already says "purchased" in the items I bought. Does that mean I can re-download them for free?

For apps yes, you can re-download again for free, for music no.

Just email them and they will let you re-download your library for free, they usually get back to you, in a day or two. In the email, tell them that your computer crashed and you lost all of your music.
