Memphis had the Bar-Kays and Con Funk Shun.

Ohio wins for populated state for funk artists, but it's not the birthplace though. People escaped from Ohio to create funk in other states.

So funk was born in Augusta, Georgia.

1st - King Records was located in Cincinatti that's where James recorded his early and Pre-Polydor shit, including "Cold Sweat" which people who think about such things (like me!) consider to be the first funk record ever recorded.

2nd - Bootsy and Catfish Collins are from Cincinatti. There is just no doubt that James' funk got stankier when these two cats made the scene. Think about "Sex Machine" with anyone other than Bootsy on bass.

3rd - Dayton, OH which is right up the street from Cincinatti, is the home of

1) The Ohio Players
2) Slave & Steve Arrington
3) Roger Troutman & Zapp
4) Sun (had a number of somewhat lesser hits in the late 70s early 80s)
5) Faze-O ("Riding High")

Can any other region of the country compare with this legacy?

the band was pivotal in the development of soul, funk, and psychedelic music. sly may have not been the originator of soul but he was a true "funkologist" in his prime.

The Isley Brothers were originally from Cincinnati but moved out in the early 1960s to Teaneck, New Jersey. That's where they came up with T-Neck.
