Hmmm, since he can pull off a nice (if somewhat fake) "old blues" voice it would be really nice to hear a very old-sounding arrangement to go with it. This hints at that to certain degree, and it's definitely better than the original. | |

And yes, it's hard to *listen* to it when he's incessantly saying "Chocolate Rain" to the point you're tired of hearing it. Exactly, sounds like he's talking about institutional racism and some other social issues. Just my guess, but I'll type in bold next to some of the lines in those lyrics what I get from it.
