We don't know if Jam and Lewis want to be apart of this project. We also don't know if they are executive producing the album with JD and pointing out producers for Janet to work with. Also, if she is going to Def Jam, LA Reid probably has in mind what he wants Janet to sound like for her new project (like he did Mariah).
Besides, Reid and Lewis and Jam are all good friends and have known and worked with each other for years. Jam and Lewis haven't produced an uptempo "hit" since "All For You".
