No way! Artists like Bjork, PJ Harvey, Tori Amos and Radioihead were quite established and acclaimed at this point of the decade. Name 4 artists that rank as well as they did back then, that are out now.

TV On The Radio are a little all over place and weird--like Björk. And critics go apeshit over their albums.

DFA/LCD Soundsystem created a new type of dance music by themsleves resulting in everyone from Nine Inch Nails to Janet Jackson begging to work with them. The best ones are compiled on two albums (The DFA Remixes Chapter One & Two).

Sufjan Stevens--ask Sassy. He must be his biggest fan.
