I'm no expert but I think that's Sly rhythmically breathing to the beat in syncopation. Wait a minute, I thought Pharrell and Timbaland did that first

If that's indeed new Sly, it's good to have a sign of creativity. Sounds kinda interesting too, certainly different.

It sounds like Sly to me, and it sounds interesting (if repetitive). I do wonder how old or new it is tho, unless Sly's using old kit. But it's new to the public at least.
