Not everyone gets in. The criteria for getting in is 25 complete years since their debut and the artist had to have a meaningful impact/contribution to the music world.
Prince got in his very first year of eligibility (2004). A few people are in there twice (i.e. The Beatles and Paul McCartney, etc). One-hit wonders and "flash-in-the-pan" acts do not get in. I highly doubt Britney would get in; there is a voting process that determines talent level and critical acclaim. | |

One more thing: they don't usually induct competing/similar acts in the same year. This could be for many reasons, but I think they go for diversity during the ceremony.
For example: Prince and MJ (hypothetically of course) would not be inducted in the same year, even if they debuted on the same day. | |
