When I looked at the properties of the picture, it says the image is from a Bob Hope site. Doesn't really look like Bob, more like Jimmy Durante or Al Jolson but if there was a show that Bob had these motherfuckers on, that's fucked up in itself.

All I know is that is not a picture of Stepin Fetchit. It is clearly a white man in blackface and Fetchit was a black man.
