If you're looking for primarily a "funky or R&B ish" Todd (as you asked), I stand by my Nearly Human suggestion.
You could look at... 
...Something/Anything? as the album most would consider the definitive Todd Rundgren release. Being a double album it's also a lot of music for the money. tA Tribal Disorder
