Ian MacKaye founded Minor Threat before founding Fugazi. Minor Threat also started Dischord Records which chronicled DC Punk. In addition, Minor Threat pretty much started the "straight edge" punk movement.

Minor Threat's first gig was opening for Bad Brains, who, as you know, influenced a ton of bands.

No doubt, Fugazi is a great band, but, to me, ranking them over Minor Threat (or even Bad Brains) is akin to ranking Foo Fighters over Nirvana.
