Again, "Best" is always a problem, but in Rock, these would be my Favorites:
Rod Stewart Freddie Mercury Robert Plant Prince Elton John Phil Collins (back in the Genesis days) Roger Daltrey Elvis Costello David Lee Roth Roy Orbison Steve Perry Bono Paul McCartney Joe Cocker Peter Frampton Crosby, Stlls, Nash and Young Buddy Miles (at least, when he wasn't crowing like a rooster!) ... the problem with this question is, what is 'rock' music? But, hey, i give it a try....
My top 10...in no particular order: - Michael Stipe (REM) - Van Morrison - Damien Rice - Maynard James Keenan (Tool, Perfect circle) - Lyle Lovett - Gary Louris (The Jawhaks) - Neil Finn (Split Enz, Crowded house, solo) - Gavin Friday (Virgin Prunes, solo) - Bill Janovitz (Buffalo Tom, solo) - Matthew Sweet (solo, The Thorns)

You reminded me of something cool I read on AMG. They said that he "has a perfect voice for the material, a voice so expressive and commanding that Smith seems to possess an innate and acute understanding of just what notes to economically choose to convey his particular brand of introverted heartbreak."
