He was alright in the first LOTR movies but he's quickly become way obnoxious and overexposed. I absolutely HATED him in Troy (even though you're kinda supposed to hate his character). He's clearly not even a good actor: all he can do is one forced austere facial expression and tone of voice and it makes me want to beat the crap out of his pretty-boy candy ass. Plus, as much as I admire the casting in LOTR, Orlando was easily the weakest of them all: he's way too "teenage" to be Legolas.
