Gosh, that is a hard one... but I think Osbourne tops because I think his voice is just a better quality, also back in the 80's Jeffrey couldn't be stopped. He had about 3 albums in a row that were big hits... and had I would guess top 5 hits. Ocean had a couple good albums, but not blockbusters like Osbourne.
