THE Artist Still Known as Prince is now the Jerk Known as a Cheapskate at one downtown club. The rocker who these days calls himself "The Artist" arrived at Houston Street hotspot Madame X at 2 a.m. on Sunday and stiffed the house with the bill. It all started when a bodyguard for the rocker asked the club's co-owner Brad Hamilton - who happens also to be The Post's deputy arts editor - for a private seating. After Hamilton cleared an area in the upstairs lounge, the fuschia-loving funkster entered with a woman who was not his wife, Mayte, and a middle-aged gentleman. The trio ordered two rounds of drinks. Prince's male pal asked Hamilton to block off the men's room while the great man himself went inside and talked on a cellphone for 10 minutes. Later, a young girl asked him for an autograph, but he waved her away and explained that, since changing his name, he no longer gives signatures. That policy evidently extends to credit card slips. At around 3:30 a.m., Prince and Co. heading for the door. Their waitress checked their table and found the bill unpaid and no tip. "He stiffed us for a measly $25," Hamilton fumes.
