Terry Lewis: Hip Hop Producer?

I've seen several early 1980's rap records with the name Terry Lewis on them as the producer. Is this the same Terry from The Time? Listen to this track. At the beginning there's some talking and one line sounds like the same thing at the end of He's So Dull by Vanity 6.

it's a different terry lewis.

the terry lewis in question hails from harlem, nyc. he had an underground hit with 'disco city' in 1977 which was co-produced by the legendary patrick adams (universal robot band, cloud one, inner life).
