I don't remember Sheila wearing this during purple rain era which was 1983/1984. Since you identified Flo Jo wearing it in 1984 olympics I think it.had to be Flo Jo wearing it first

Flo Jo wore the one-legged track outfits at '88 Olympics in Seoul, S. Korea. I remember seeing that on TV thinking it was the coolest thing ever.

Sheila appeared on The Tonight Show (when Jay Leno was guest hosting for Johnny Carson) to promote the Sign 'O' the Times movie. She did the drum solo from the movie, then came over to do an interview.
