I'm guessing you mean the highlights page:

The link, 'Most active/latest topics', is discretely hidden under the list of all forums on the home page.

It could possibly be given more prominence by being included in the 'Forums' title box at the top of the page, just as there is a link in 'The Latest News' box for 'send us a story'?
