Why do some topics have star ratings?

Hey all,

I'm new here and was wondering why some topics have star ratings and others dont? ...and who is doing the rating?!

People can "rate" a thread if they want to, and give it a star rating. Not everyone bothers, and not every thread gets rated. Some threads get zero which is why they have no rating beside them.
