Where is the sense in offering certain emoticons, and then punishing people for using them?

For instance, the . I can't use it toward someone here, but someone else in another thread CAN use it toward a group outside this site??!!

What the fuck is this all about? Why have it if you're going to pick and choose who gets to use it?
