Why have emoticons that you're not allowed to use?

Where is the sense in offering certain emoticons, and then punishing people for using them?

For instance, the finger. I can't use it toward someone here, but someone else in another thread CAN use it toward a group outside this site??!!

What the fuck is this all about? Why have it if you're going to pick and choose who gets to use it?

It's always a little of both, moderation of the site, I think, should be based on each situation independent of any in the past but it's never so. shrug
