I was wondering why isn't there a welcome thread for new people to introduce themselves to everbody?

you can go over to GD and start a thread

because only site geeks like us come to site discussion
you can do your thread here but not many will see it.

Also because ALL threads get jacked here, so it would start out as a welcome thread and quickly morph into something else. So do what Emm said, start your own in GD.
