new user / orgnote restriction

how many days after a new user has joined can s/he send orgnotes? it says 4 or 5 for forum posts, but nothing about orgnotes.

I have no idea Aaron, I'm sorry sad I only have one account, and that I've had since day one of version 2.0 smile I think it might be a week or so though, I think I heard something along those lines, at least concerning the chat.
