not necessarily. i know some of the mods do know about the technical side of things, but it's not necessarily a prerequisite.

about the only thing i can think of technicality-wise is that knowledge of basic html is needed (then again that goes for everyone here, unless you just wish to type in just text on every thread and not post any pix or whatever).
