wikipedia has this for the first two lines on the subject:

Graffiti (singular: graffito; the plural is used as a mass noun) is the name for images or lettering scratched, scrawled, painted or marked in any manner on property. Graffiti is sometimes regarded as a form of art and other times regarded as unsightly damage or unwanted vandalism.

put it to you this way - if you get permission to spray a wall that's not yours, then yes, it's art, but if you don't get permission, then it's vandalism.

Agreed.
there is a line.

I'm seeing a trend where serious graffitti artist are focusing on corporate accounts like,
http://www.greenlabelart.com/.

They started a graffitti task force here, yesterday.Wether it helps with the vandalism or not will be seen.
At the same time, artist are creating more constructive graffitti.

On the other hand, who's to say how many of the walls we see with grafitti on them weren't created just for that purpose, or were given permission by the owner of the wall to spray paint. As an art form, I don't really understand it, but that's just cuz it's not my thing. I'm sure some don't understand poetry, either, so I won't be one to say if it's got merit or not.

I wasn't aware of the area mentioned in the above article.
I'll definitely have to visit.
The story's a year old,so it'll be interesting to see what it looks like now.

I didn't have any trouble with the paint dripping, but I had
lots of other problems lol

Here's my rudimentary attempt at tagging...it's probably more
like actual graffiti, but hey, so what lol

And yes, the flowers look like birds or chicken heads...I was going to discard
it at first, but I got attached lol
