make arrangements for someone who already has an npgmc membership to get you a gift membership activation card. it can be mailed to you, then follow the instructions on the card, et voila - you'll have a membership.

also, if you have a bank account (checking or savings), you should be able to get an ATM card with a visa or mastercard logo on it. they work fine with npgmc...
