How does one "Sticky" a message over at NPGMC

Just wondering how a note becomes a sticky.

Do I have to send a special email? I am hosting an event and want it to stay on top.

I was hoping i wouldn't have to kiss npgmc butt. But I just bought a new flavor of lip gloss "purple passion". Should do the trick.
