I think he is very much aware of 'alternative' ways of communicating with fans. He has certainly proved it before - didn't he get some sort of prize for the NPGMC!? At least he did something that was groundbreaking within marketing in the 90's. He communicated with fans, not to fans by offering them a platform where they could meet, share and discuss. He shared his music and his passions, and the fans responded to that. That's a brilliant way to do consumer research! Getting to know people, by knowing what they think! (Which is also why I'm convinced that his people read the fansites occasionally).

Don't know what's going on after all the youtube/fansites censorship-thing, but I trust that Prince and his staff know what they're doing... And I wouldn't be surprised if 3121.com returns once all the tour dates are settled and officially announced.
