I thought it was the Cabinet that could remove him that way. In fact, someone just said it on CNN. Pence would be the one to start that process. |

I think it is they put in writing that he is unable to serve and Pence becomes acting president if within a few days trump responds that is he is fine then the cabinet has to do a 2nd letter and then 2/3 of Congress has to agree that he is unable.
